Taitung County boasts a unique natural environment that draws nearly 10 million visitors annually. However, the air pollution caused by the extensive use of fuel-powered vehicles by tourists has become a pressing issue. To preserve the pristine beauty of the Hualien-Taitung region, the Taitung County Government has been actively promoting low-carbon transportation, with a particular focus on electric scooters. The government continues to support businesses in expanding and constructing battery swap stations, with current stations primarily located in the city center, along the South Link Highway, and in the East Rift Valley. Visitors can easily ride electric scooters along the South Link Highway, connecting to the East Rift Valley for a smooth round-island journey without worrying about running out of battery or range anxiety. Since 2022, new battery swap stations have been established in Changbin Township and Chenggong Township, enabling tourists to enjoy the scenic coastal or rift valley routes on electric scooters. This allows them to fully experience the beauty and tranquility of Taitung while breathing in fresh air and embracing the region’s slower, more mindful pace of life.

In addition to expanding charging and battery swap stations, the Taitung County Environmental Protection Bureau carefully organizes themed low-carbon electric scooter micro-tourism activities each year. For instance, in 2023, the “Ocean Education Journey along the Coastal Horizon” route extended from Chenggong Township to Sanxiantai, allowing visitors to enjoy stunning ocean views while learning about the marine environment. Another cross-county route connected Yuli Shrine with scenic spots in Changbin, offering travelers a low-carbon trip that delved into local history and culture.

This year (2024), the Tourism Innovation Association of Taiwan teamed up with Chishang Township in Taitung to launch two highly attractive low-carbon travel routes. These routes not only showcase breathtaking landscapes but have also earned the Carbon Offset certification from Gold Standard, an internationally recognized carbon reduction certification. This initiative allows participating tourists to receive internationally recognized proof of their contribution to reducing carbon emissions while enjoying the scenic beauty of the region.

These two carefully designed routes are the “Two-Day Carbon-Reduced Travel in Chishang” and the “Three-Day Eco-Friendly Local Agricultural Food Tour in Chishang.” According to Lee Chi-yueh, the chairman of the Tourism Innovation Association of Taiwan, the carbon footprint for the two-day trip is 103 kilograms per person, while the three-day itinerary totals 123 kilograms. At first glance, these numbers may not seem low, but when compared to traditional travel methods, their environmental benefits are significant. For instance, a family of four driving from Hualien to Taitung and back, covering just 180 kilometers, would emit nearly 140 kilograms of carbon dioxide. In contrast, the carbon emissions from these low-carbon travel routes are quite remarkable. More importantly, tourists participating in these itineraries not only get to enjoy Taitung’s stunning natural scenery but also have the opportunity to apply for carbon offsets for their trips and receive international certification. This achieves a perfect blend of enjoyment and environmental responsibility.

The Taitung County Government’s efforts are not limited to promoting electric scooters. On a larger scale, the county actively supports the central government’s policies to promote the widespread use of electric vehicles (EVs). Recently, the Ministry of Environment announced the second phase of its air pollution prevention plan, naming Taitung County as one of the eight demonstration counties that will receive subsidies to expand EV charging stations. This plan will invest significant funds over the next four years to build charging infrastructure in public areas, such as parking lots, further enhancing the EV network’s infrastructure. In addition, to make it easier for residents to locate charging and battery-swapping stations, the Environmental Protection Bureau has provided a dedicated platform for querying electric scooter-related services and compiled comprehensive information on charging stations across Taitung County. These thoughtful measures are expected to significantly boost public willingness to use electric scooters, contributing to the promotion of low-carbon transportation.

In addition, the Taitung County Environmental Protection Bureau plans to hold two more information sessions on electric vehicle (EV) charging stations this year. These sessions will be tailored for the general public and community groups, as well as businesses like parking lots, hotels, and guesthouses. The goal is to educate local residents and stakeholders on key information regarding the installation regulations, electricity pricing, and safety of charging stations. By encouraging more entities to participate in the establishment of EV charging infrastructure, the county government hopes to create an EV-friendly environment, free from range anxiety, which in turn will increase EV usage and reduce carbon emissions from transportation. These efforts are expected not only to improve Taitung’s transportation environment but also to have a positive impact on urban development and quality of life for residents. This aligns with the county’s broader goal of sustainable development, ensuring a cleaner and more sustainable future for Taitung.
