To advance data governance and smart applications, the International Development and Planning Department of the Taitung County Government launched the “TTONE Leapfrog Program: Innovative Technology for Shared County Prosperity” demonstration project in 2025. The initiative brings together multiple county government departments to jointly implement a citywide data-sharing platform and upgrade public services. A results showcase press conference was held on December 9, highlighting the outcomes of cross-departmental collaboration and data-driven governance.

The press conference was co-hosted by Deputy County Magistrate Wang Chih-hui and representatives from various departments, who presented four major smart governance achievements:
1. Agricultural: Disaster Relief Assistance Platform
In recent years, the frequency of typhoons has increased significantly, resulting in a sharp rise in agricultural disaster losses across the county. Through TTONE, the county government integrates data from the Agriculture Department and township offices, land registry records, and subsidy histories to establish the Disaster Relief Assistance Platform.
The platform enables the creation of single- or multi-crop distribution maps based on different themes, years, and geographic scopes. It supports visualizations of disaster damage distribution, organic farmland locations, and certified production areas. By automatically comparing historical data, the system helps frontline personnel accelerate review processes and improve overall efficiency.
2. Tourism and Accommodation: A New Model for Smart Lodging Management
TTONE has introduced a digitalized inspection process for lodging management by integrating central and local government data. Through automated cross-checking and mobile inspections, the system establishes a transparent and efficient regulatory framework. Lodging locations are presented through layered maps, allowing travelers to easily identify legal and safe accommodations.
The Transportation and Tourism Development Department noted that the system has received recognition from central authorities and multiple counties and cities, and is expected to serve as a benchmark model in the future.

3. Growing Up in Taitung: A One-Stop Guide to Family Benefits
The department has launched a new one-page website that integrates services and benefits ranging from pre-pregnancy health checks, pregnancy subsidies, and postpartum care to early childhood education assistance before elementary school enrollment.
The platform also includes childcare services, psychological counseling for expectant mothers, medical resource searches, and free dental examinations and fluoride treatments.
Using a timeline-based design, the website clearly presents benefits and services from pre-pregnancy through pregnancy, postpartum care, and early childhood development up to age six, enabling women and families to easily access relevant information and service hotlines at each stage, creating a comprehensive and family-friendly support experience.
4. Food Safety Map: Taitung County Food Safety Database
The Health Bureau has combined TTONE’s data warehouse with GIS mapping to create the Food Safety Map, integrating information on food businesses and inspection records across the county.
Through an interactive map interface, the public can easily access inspection results and food safety information, promoting transparency and consumer peace of mind.

The “TTONE Leapfrog Program” demonstrates Taitung’s concrete achievements in data integration and cross-departmental collaboration. The county government will continue to optimize the platform and application mechanisms, advancing data-driven governance, precise decision-making, and citizen-centered services as it moves toward a new phase of smart governance.
